What is TEC Certification?

TEC Certification is an approval issued by the Telecommunication Engineering Centre (TEC) under the Department of Telecommunications (DoT), Government of India. It confirms that telecom equipment complies with India’s prescribed technical, safety, electromagnetic compatibility (EMI/EMC), RF, and security standards.

TEC was established in 1991 to develop and enforce telecom standards that ensure:

What is MTCTE (Mandatory Testing and Certification of Telecom Equipment)?

MTCTE is the regulatory framework introduced under The Indian Telegraph (Amendment) Rules, 2017, making testing and certification compulsory for notified telecom products.

Under the MTCTE Scheme:

  • Telecom products are tested in TEC-designated laboratories
  • Compliance with technical, safety, EMI/EMC, RF, and security requirements is evaluated
  • TEC issues a Certificate of Conformance (CoC) with a unique TEC registration number

 

This TEC registration number serves as official proof that the product meets Indian telecom standards and is approved for use in Indian networks.

Currently, 74+ categories of telecom equipment are covered under various MTCTE phases, and the list continues to expand.

Who Needs TEC Certification in India?

TEC Certification is required for:

  • Foreign manufacturers exporting telecom equipment to India

a) General Certification Scheme (GCS)

Under GCS:

  • Products are tested in TEC-designated or MRA partner laboratories
  • Detailed test reports and compliance documents are submitted
  • TEC conducts a comprehensive technical evaluation

b) Simplified Certification Scheme (SCS)

SCS allows:

  • Submission of a Self-Declaration of Conformity (SDoC)
  • No upfront test reports (testing may be requested later)
  • Faster processing for eligible products

Essential Requirements (ERs) under MTCTE include:

  • Safety compliance
  • EMI/EMC standards
  • Technical and RF parameters
  • Security requirements notified by DoT
2. Voluntary TEC Certification

Voluntary TEC Certification is available for products not yet notified under MTCTE. Although not legally mandatory, it offers strong commercial and regulatory advantages.
